دور المقاولة النسوية في تحقيق الحكامة المحلية -ولاية تلمسان نموذجا-

Résumé: الملخص: الحكامة المحلية كمفهوم جديد لتدبير الجماعات المحلية وتنميتها، ترتكز على إدماج مختلف الفاعلين في مشروع تشاركي شمولي، للاستفادة من الموارد المتوفرة محليا. وقد حظي موضوع مقاولة المرأة مؤخرا باهتمام كبير باعتبارها أحد معايير النمو الاقتصادي. إذ ترتكز أهداف هذه المقالة العلمية إلى إفادة المطلعين عليها بالنتائج المتوصل إليها للإستقاء من التجربة الجزائرية في تعزيز الحكامة المحلية الجيدة للكيانات اللامركزية، وطرح الأفكار وإقتراح التوصيات بخصوص تفعيل دور المرأة الاقتصادي بمشاركتها المقاولاتية في التنمية المحلية، بالإعتماد على مناهج البحث المختلفة كالوصفي و التجريبي، فقد أثبثت الدراسة أنه رغم التطور الدستوري والقانوني لدفع اللامركزية،إلا أنه توجد صعوبات عملية في إنزالها وبالتالي دفع الحكم المحلي، لذا نتساءل عن الدور الذي تلعبه المقاولة النسوية في تحقيق الحكامة على المستوى المحلي. الكلمات المفتاحية: حكامة؛ مقاولة؛ مرأة؛ تنمية؛ محلية. Abstract : Local governance as a new concept of community management and a key component of development, is based on the integration of different actors into a holistic participatory project, to take advantage of the resources that local actors can provide. The topic of women's entrepreneurship has recently received considerable attention as one of the criteria for economic growth, and the will of the Algerian public authorities by measures and facilities supporting programs activities for women in particular, which marked a significant development at the level of women entrepreneurs. In many areas that were in the near future exclusive to men, and proved the ability, efficiency and effectiveness of the management of these enterprises, the practice has shown that despite the constitutional and legal development of decentralization, there are practical difficulties in lowering them and thus local governance, so we wonder about the role That feminist entrepreneurship plays in local governance.
