استعراض لأهم آليات المراقبة الجبائية بالنظام الضريبي الجزائري

Résumé: ملخص: هدفت هذه الدراسة إلى تقديم إطار نظري للمفاهيم المتعلقة بالمراقبة الجبائية والنظام الضريبي الجزائري، ومن جهة أخرى الإجابة على الإشكالية المطروحة حول أهم آليات المراقبة الجبائية بالنظام الضريبي الجزائري من خلال استخدام المنهجين الوصفي والتخليلي تم عرض وتحليل كل من التحديات المفروضة على النظام الضريبي في الجزائر وإجراءات تحسين المراقبة الجبائية، حيث استخدمنا المنهجين الوصفي والتحليلي لحل هذا الإشكال وخلصت الدراسة على أن ظاهرة الغش والتهرب الضريبي لها تأثير سلبي على جميع الأنظمة الجبائية حلولا لهذه الظاهرة بتوظيف جميع الوسائل والإمكانيات المتاحة لمحاربتها ومنها آليات المراقبة الجبائية. الكلمات المفتاحية : مراقبة جبائية، نظام ضريبي، تهرب ضريبي. تصنيفات JEL : H21، K34 Abstract : This study aimed to provide a theoretical framework for the concepts related to tax control and the Algerian tax system, and on the other hand to answer the problematic about the most important tax monitoring mechanisms of the Algerian tax system through the use of descriptive and analytical approaches. The study concluded that the phenomenon of fraud and tax evasion has a negative impact on all tax systems in the world and is more dangerous in countries where taxation is a resource for the state’s public treasury, so the tax system seeks to find solutions to this The phenomenon employing all available means and capabilities to combat it, including tax control mechanisms.
