التهرب الضريبي كأحد تحديات الإدارة الجبائية- حالة الجزائر

Résumé: ملخص: يشكل التعدي على الإيرادات العامة للدولة من خلال التهرب الضريبي أحد أهم التحديات التي تواجهها الإدارة الجبائية في الجزائر، لما له من تأثير سلبي على خزينة الدولة من خلال تسببه في ضياع موارد مالية هامة، لو تم تحصيلها لأمكننا الاستغناء نهائياً عن الجباية البترولية. ولكي تتمكن الإدارة الجبائية من السيطرة على هته الظاهرة أو على الأقل الحد من استفحالها لا بد من عصرنة هياكلها وطرق تسييرها من خلال رقمنة النظام الضريبي والاعتماد على التحصيل الإلكتروني للضرائب، بالإضافة إلى تفعيل آليات الرقابة الجبائية واسترجاع الثقة بينها وبين المكلف بالضريبة كعامل أساسي، وتحسيسه بأهمية مساهمة الإيرادات الضريبية في تمويل الخزينة العمومية ومنه زيادة الإنفاق العام. كلمات مفتاحية: تهرب ضريبي، إدارة جبائية، اقتصاد غير رسمي، مكلف بالضريبة. تصنيفاتJEL : H2؛ H26 Abstract: The infringement on the state’s public revenue esthrough tax evasion in one of the most important challenges facing the fiscal administration in Algeria, because of its negative impact on the state treasury by causing the loss of important financial resources, if they were collected, we could completely dispense with petroleum taxation. In order for the fiscal administration to be able to control this phenomenon or at least limit its exacerbation, it is necessary to modernize its structures and ways of managing it through digitizing the tax system and relying on electronic tax collection, in addition to activating the mechanisms of fiscal control and restoring confidence between it and the taxpayer as an essential factor, and sensitizing it to the importance of The contribution of tax revenues to financing the public treasury, including the increase in public spending.
