التمويل المبتكر ومساهمته في تحقيق التنمية–عرض تجارب دولية-

Résumé: يهدف هذا البحث إلى محاولة تحديد أهمية أساليب التمويل المبتكرة، كأساليب حديثة لتمويل العجز في الميزانية العامة وكبديل للأساليب التقليدية التي أثبتت عجزها وعدم قدرتها على تغطية الاحتياجات الإنمائية خاصة مع ظهور العولمة والتطور التكنولوجي الحاصل، هذه الأساليب الحديثة التي على الرغم من الإقرار العالمي بفعاليتها وعلى الرغم من نجاح تطبيق بعض الأساليب التي كان لها أثر ايجابي على التنمية العالمية، إلا أن استخدامها مازال جزئيا يقتصر على بعض البلدان فقط كما يقتصر على بعض الأساليب دون غيرها، لذا من خلال هذه الدراسة تم تسليط الضوء على بعض التجارب على غرار تجربة دول منظمة التعاون الاقتصادي والتنمية في تطبيق الضرائب الخضراء، تجربة المغرب في مجال الشراكة بين القطاع العام والقطاع الخاص في المجال الزراعي وكل من التجربة الهندية في مجال السندات الخضراء والتجربة الأسترالية في مجال الضرائب البيئية. The aim of this research is to try to identify the importance of innovative financing methods as modern methods to finance the deficit in the general budget and as an alternative to traditional methods that proved their inability to cover development needs, especially with the emergence of globalization and technological development. Of the success of the application of some methods that have had a positive impact on global development, but their use is still partially limited to some countries only and limited to some methods only Therefore, the study highlighted some experiences such as the experience of the OECD countries in the application of green taxes, the experience of Morocco in the field of public-private partnership in the field of agriculture, and the Indian experience in the field of green bonds and the Australian experience in the field of Environmental taxes.
