Résumé: الملخص: نص الدستور الجزائري على أهمية الانتخابات كوسيلة لتحقيق إرادة الشعب وتجديد السلطة السياسية في البلاد. وبموجب الدستور يتم تنظيم الانتخابات والاستفتاءات بإشراف السلطة الوطنية المستقلة للانتخابات التي تلعب دورًا مهمًا في ضمان شفافية ونزاهة العملية الانتخابية، يعد الحفاظ على عملية الانتخابات بصورة تتسم بالشفافية والنزاهة من أهم المبادئ الأساسية للديمقراطية. ولضمان ذلك منح المشرع الجزائري بموجب الأمر 21-01 للسلطة المستقلة صلاحيات واسعة تتعلق بتحضير وتنظيم الانتخابات. Abstract: The Algerian constitution stipulated the importance of elections as a means of realizing the will of the people and renewing political power in the country. Under the constitution, elections and referendums are organized under the supervision of the Independent National Electoral Authority, which plays an important role in ensuring the transparency and integrity of the electoral process.maintaining the election process in a transparent and fair manner is one of the most basic principles of democracy. To ensure this, the Algerian legislature, by order 21-01, granted the independent authority broad powers related to the preparation and organization of elections
