عصابة الاحياء والنسيج العمراني

Résumé: سجّلت مصالح الأمن تزايد جنوح الأحداث وتكتلها في عصابات بالمدن الكبرى، مرتكبة جرائم عنف واقتتال، وهذا دفع إلى إصدار قانون للوقاية من عصابات الأحياء ومكافحتها. يُعزى هذا التزايد إلى ايكولوجية الأحياء، وخصوصًا الأحياء الجديدة التي استقبلت سكان المناطق القصديرية المهجرين إليها، بالإضافة إلى تصميمات المدن العشوائية التي كانت مكانًا لممارسة الجرائم المختلفة مثل الاختطاف والاغتصاب والسرقة وتجارة المخدرات. عصابات الأحياء تتألف في الغالب من أفراد لم يستفيدوا من التعليم بشكل جيد، ومن أبناء الأسر المعوزة أو النازحين من الأرياف، وهم نتيجة لتراجع الضمير الجماعي وتلاشي المعايير الاجتماعية والقيم في المجتمع. يأتي هذا البحث لفهم كيف يسهم النسيج العمراني في انتشار عصابات الأحياء، سواء كانت الأحياء السكنية هي السبب في انتشارها أم أن تغيير السكن إلى أحياء جديدة يلعب دورًا في نشوئها؟ This study explores the increasing severity of incidents and their formation into gangs in major urban areas, leading authorities to enact preventive measures against neighborhood gangs. The rise in gang activity is linked to neighborhood dynamics, especially in newer areas where population displacement from impoverished regions has occurred. Informal settlements have become hubs for various crimes, including abductions, sexual assaults, theft, and drug trafficking. Neighborhood gangs consist of individuals from various backgrounds, including those with limited access to education, poor families, rural migrants, or those from fragmented households. They are a manifestation of declining collective consciousness and the erosion of societal norms and values. The research aims to understand how the urban environment contributes to the proliferation of neighborhood gangs, whether residential neighborhoods themselves are the root cause or if the transition to new residential areas also plays a role in their emergence
