Résumé: : تعرف الأحياء السكنية في المجتمع الجزائري إجراما من نوع جديد، اتسم بالرعب وشدة الخطورة رغم وجود ترسانة قانونية حديثة لكبح جماحه، هذا الإجرام من توقيع عصابات خارجة عن القانون عاثت في الأحياء عبثا وفسادا،خلفت العديد من الآثار الوخيمة على الفرد والمجتمع ، والذي استطاع نخر فئة حساسة من المجتمع وهي فئة الأحداث واستدرجها إلى عالم الجنوح والانحراف، وتوصلنا إلى أن الجهات المختصة أعطى أهمية بالغة للتصدي لهذه الظاهرة نظرا لما وصل إليه هذا الإجرام من انتشار وخطورة، فقد أخذت اهتمام الرأي العام الوطني،وتم وضع إستراتيجية لمكافحتها وهذا من خلال إصدار الأمر رقم 20/03، وتوصلنا إلى أن البطالة والانحراف والحاجة والفراغ القاتل وتحت تأثير المهلوسات والمخدرات، ونقص الضبط الاجتماعي والانهيار الاجتماعي والتفكك الاجتماعي أهم الأسباب المؤدية إلى تفشي الظاهرة.Residential neighborhoods in Algerian society know a crime of a new kind, characterized by terror and severity despite the existence of a modern legal arsenal to curb it. Sensitive from society, which is the category of juveniles and luring them into the world of delinquency and delinquency, and we concluded that the competent authorities gave great importance to addressing this phenomenon due to the spread and seriousness of this crime, it caught the attention of the national public opinion, and a strategy was developed to combat it, and this is through the issuance of Order No. 03/20, and we concluded that unemployment, delinquency, need, lethal emptiness, under the influence of hallucinogens and drugs, lack of social control, social collapse and social disintegration are the most important causes leading to the spread of the phenomenon.
