حرية تداول المعلومات البيئية في التشريعات الدولية والعربية

Résumé: تعنى هذه الدراسة بمعالجة موضوع الحق في الحصول على المعلومات البيئية أو حرية تداول المعلومات البيئية في التشريعات الدولية والعربية، والذي يقتضي إنفاذه والوفاء به، قيام المؤسسات العامة والخاصة بتثقيف وتوعية الجمهور بالقضايا البيئية، ونشر المعلومات البيئية. وهذا فضلا عن قيام السلطات العامة بتيسير سبل وصول الجمهور بحرية أو حصوله على المعلومات البيئية التي تحتفظ بها. بناء على ما تقدم سنستعرض من خلال هذه الدراسة مجموعة من أهم التشريعات الدولية، كالاتفاقيات الدولية، والإعلانات، والقرارات والتوصيات التي اعتمدتها المنظمات والمؤتمرات الدولية والعربية، والتي اعترفت بالحق في المعلومات البيئية، باعتباره حقا من حقوق الإنسان الايكولوجية أو البيئية. This study in treatment subject of “Public right to access to environmental information in the International and Arabic legislations”, and who executing requires his and the loyalty in him, rising founded the common people and the characteristic in education and enlightenment of the audience in the environmental cases, and spreading of the environmental information. This favor about rising of the authorities the common people in facilitation spike of arrival the audience his marine or his occurrence on the environmental information which guards in her. Accordingly what advances this study will parade through group from the more important international legislations, such as international conventions, declarations, resolutions and recommendations adopted by international and Arabic organizations and conferences, which recognized the right to environmental information as an ecological human right.
