الحكومة الإلكترونية الإطار المفاهيمي ومنطلقات نظرية بالتركيز على بعض المؤشرات والتجارب الدولية

Résumé: تهدف هذه الدراسة إلى الجوانب النظرية المتعلقة بمفهوم الحكومة الالكترونية، فمن خلال هذه الدراسة التي تم التطرق فيها إلى مفهوم الحكومة الالكترونية وأهميتها ومتطلبات النجاح في تطبيقها، والتي ثبت من خلالها على ان الحكومات مطالبة بمواكبة التطورات الحاصلة في تكنولوجيا المعلومات ومحاولة استخدامها في توفير الخدمات لمواطنيها بأقل كلفة وزمن، من خلال توفير أهم متطلبات التحول من الحكومة التقليدية إلى الحكومة الالكترونية، والتي تتمثل في البيئة القانونية والتشريعية بالإضافة إلى البيئة التنظيمية وكذلك توفير ما يسمى بالبنية التحتية من المنصات الرقمية والتطبيقات. وفي الأخير تم عرض بعض التجارب الدولية للتحول نحو الحكومة الالكترونية ومعرفة مكانة كل دولة ضمن مؤشر تنمية الحكومة الالكترونية لعام 2020. This study aims at the theoretical aspects related to the concept of e-government, through this study, in which the concept of e-government and its importance and requirements for success in its application were discussed, through which it was proven that governments are required to keep pace with developments in information technology and try to use it in providing services to its citizens with less Cost and time, by providing the most important requirements for the transition from traditional government to e-government, which is represented in the legal and legislative environment in addition to the regulatory environment as well as providing the so-called infrastructure of digital platforms and applications. Finally, some international experiences of the transition towards e-government were presented and the position of each country within the e-government development index for the year 2020.
