Résumé: This study gives a global vision of the reality of the control of the administrative supervision of the territorial collectivities in Algeria, highlighting the efforts of the legislator to consecrate and consolidate the independence of these collectivities, and to reinforce the bases of administrative decentralization and participatory democracy in local administration. In addition to revealing the different negatives and imbalances that still intercepted this independence, whether from a legal or administrative point of view, and providing critical and corrective solutions and visions for many sensitive points in the area of community monitoring territorial, and the administrative and financial scheme of local management, in line with good local governance.
