سياسة التيسير الكمي كآلية حديثة لتطبيق السياسة النقدية– دراسة تحليلية نظرية لآفاق تطبيق سياسة التيسير الكمي في الجزائر

Résumé: عندما يدخل الإقتصاد مرحلة الإنكماش الإقتصادي، أو تعصف به أزمة مالية أو مصرفية يلجأ البنك المركزي إلى سياسة نقدية غير تقليدية للمؤسسات الإقتصادية والقطاع الإنتاجي تسمى سياسة التيسير الكمي، من خلال طبع كتلة نقدية ليس لها مقابلات، وبالتالي نكون أمام كتلة نقدية من فراغ من الناحية الإقتصادية والحقيقية، يتم طرحها في الإقتصاد في حالة الإنكماش الإقتصادي عن طريق عملية السوق المفتوحة التي تختلف إختلافا جذريا عن سياسة التيسير الكمي من حيث مقابلات الكتلة النقدية المستخدمة، وتستخدم هاته السياسة التي هي أداة غير تقليدية للسياسة النقدية، في الأزمات المالية من أجل الإنقاذ المالي والمصرفي المستعجل، بالإضافة إلى إعادة الدورة الإقتصادية إلى مرحلة الرواج الإقتصادي في حال دخل الإقتصاد مرحلة الإنكماش، ونادرا ما يتم اللجوء إليها لتمويل الموازنة العامة. في هذه الورقة عالجنا موضوع سياسة التيسير الكمي، من خلال تتبع إمكانية تطبيقها في الجزائر بالنظر إلى الظروف الإقتصادية السائدة ومقارنتها مع شروط سياسة التيسير الكمي، وآلية تطبيقها وغرضها، وقد توصلنا إلى نتيجة مفادها أن هاته السياسة لا يمكن تطبيقها في الجزائر، وهذا راجع لشروطها التي لا تتوفر الإقتصاد الجزائر، ناهيك عن الإختلال الهيكلي في الإقتصاد الجزائري، بالإضافة عدم مرونة الجهاز الانتاجي الجزائري When the economy enters the stage of economic contraction or is hit by a financial or banking crisis, the central bank uses a monetary policy that is unconventional for economic institutions and the productive sector, called quantitative easing policy, by printing an uncontested cash mass. We reached the conclusion that this policy can not be applied in Algeria. Algeria's economy is not available, let alone the structural imbalance in the Algerian economy, in addition to the inflexibility of the Algerian production apparatus.
