سياسة التيسير الكمي كاتجاه حديث لإدارة السياسة النقدية في الجزائر Quantitative Easing Policy As A New Trend To Manage Monetary Policy In Algeria

Résumé: ملخص: نهدف من خلال هذه الورقة تسليط الضوء على إحدى أدوات السياسة النقدية غير التقليدية التي تم استخدامها في عدد من الدول لاحتواء الأزمات ألا وهي سياسة التيسير الكمي، مع عرض تجربة التيسير الكمي في الاقتصاد الجزائري، والتي تم استخدامها كآلية للتمويل غير التقليدي وفق تعديلات القانون 17-10 والمتعلق بالنقد والقرض، ويظهر أن الهدف الرئيسي من تطبيق سياسة التيسير الكمي في الجزائر هو حل استعجالي استثنائي فرضته الأزمة البترولية لسنة 2014، لضمان تمويل عجز الخزينة العمومية بشكل مباشر عن طريق إصدارات نقدية جديدة. Abstract: The aim of this paper is to highlight one of the tools of unconventional monetary policy that has been used in a number of countries to contain crises by using the Quantitative easing policy tools, and analyze the experience of quantitative easing in the Algerian economy as a new model to manage monetary policy in Algeria confirmed by the last amendment of money and loan law. We have concluded that the main objective of implementing Quantitative easing monetary policy in Algeria is an exceptional emergency solution imposed by the 2014 oil crisis to ensure that the Treasury deficit is funded directly through new cash issues.
