إدارة الأزمات الدولية المعاصرة: تجربة كوريا الجنوبية في إدارة أزمة كوفيد-19

Résumé: تسلط الدراسة الضوء على استراتيجية كوريا الجنوبية في إدارة أزمة كوفيد-19، والتي تعتبر أهم أزمة دولية تواجه العالم في الوقت الحالي، وأثبت كافة الإحصائيات والتقارير نجاح النموذج الكوري في إدارة الأزمة من خلال اعتمادها على النهج الاستراتيجي في إدارة الأزمة، مستفيدة في الوقت ذاته من الدروس السابقة التي مرتب بها في أزمات صحية مشابهة، كما وظفت أطر استراتيجية حديثة تربط بين المجالين تطبيقات الذكاء الاصطناعي والمجال الطبي. كما فرضت التجربة الكورية في مواجهة فيروس كورونا على دول العالم ضرورة الاعتماد على تقنيات وتطبيقات الذكاء الاصطناعي والبيانات الضخمة لوقف تفشي فيروس كورونا، أي تأكيد أهمية الأسلوب العلمي في إدارة الأزمة، مع ضرورة الاستفادة من الأزمة الصحية الراهنة، وإيجاد مقاربة ناجعة لمواجهة الأزمات الصحية المستقبلية والتنبؤ بها. The study highlights South Korea's strategy of managing the COVID-19 crisis, which is the most important international crisis facing the world at present. All statistics and reports have demonstrated the success of the Korean model of crisis management by relying on the Strategic Approach to Crisis Management, drawing on previous lessons learned in similar health crises. The Korean experience in confronting the Corona virus has also made it necessary for the countries of the world to rely on technologies and applications of artificial intelligence and large-scale data to stem the spread of the Corona virus. That is, to emphasize the importance of the scientific method of managing the crisis, while taking advantage of the current health crisis and finding an effective approach to and predicting future health crises.
