الإدارة الإلكترونية في قطاع التعليم العالي ودورها في تجسيد الشفافية الإدارية بالجامعات الجزائرية

Résumé: بما أن غياب الشفافية الإدارية يعيق عملية التنمية والإصلاح الإداري، فإن الدول تحاول تحسينها من خلال برامج وسياسات تضمن النزاهة والموثوقية، وقد أظهر التقدم التكنولوجي تفوقه في تطوير العمل الإداري، فأصبح الانتقال من الإدارة التقليدية إلى الحكومة الإلكترونية شكلاً من أشكال الإدارة، تماشياً مع التطورات في التكنولوجيا الرقمية، مما يساهم في زيادة الشفافية الإدارية في جميع القطاعات، بما في ذلك قطاع التعليم العالي، الذي يعد من أهم القطاعات، بالنظر إلى مساهماته الإدارية. و قد تبنت الجزائر استراتيجية وطنية لرقمنة قطاع التعليم العالي واستخدام الأساليب التكنولوجية لتحسين أداء الجامعات الجزائرية. وتبرز أهمية هذه الدراسة من خلال دور الإدارة الإلكترونية في خلق الشفافية الإدارية في الجامعات الجزائرية. لذلك نتناول في هذه الدراسة التساؤل إلى أي مدى يساهم تطبيق نظام الإدارة الإلكترونية في قطاع التعليم العالي في زيادة الشفافية الإدارية في الجامعات الجزائرية. Lack of administrative transparency hinders development and management reform States are trying to improve them through programmes and policies that ensure integrity and reliability, Technological advances have demonstrated their superiority in the development of administrative work, and the transition from traditional to e-government has become a form of governance. In line with developments in digital technology, which contributes to increased administrative transparency in all sectors, including the higher education sector, which is one of the most important, given its administrative contributions. Algeria has adopted a national strategy to digitize the higher education sector and use technological methods to improve the performance of Algerian universities. The importance of this study is highlighted by the role of e-governance in creating administrative transparency in Algerian universities. We therefore wonder to what extent the application of e-governance in the higher education sector contributes to increased administrative transparency in Algerian universities
