الشفافية الإدارية آلية لتجسيد الحوكمة في الجامعات الجزائرية

Résumé: تهدف هذه الدراسة إلى الوقوف على النصوص القانونية والآليات التنظيمية التي يرصدها قطاع التعليم العالي والبحث العلمي في الجزائر في سبيل تفعيل الشفافية الادارية في الجامعات باعتبارها من المتطلبات الأساسية لتحقيق حوكمة المؤسسات. اعتمدت الدراسة المنهج الوصفي التحليلي لمختلف النصوص القانونية ذات الصلة بالتركيز على مدى كفايتها لضمان تجسيد الشفافية الادارية الكافية لحوكمة الجامعات، وتتلخص أهم النتائج في أن التجسيد الحقيقي للشفافية الادارية التي تدعم حوكمة القطاع يستدعي تخطي المعيقات والعراقيل وتوعية كل فواعل القطاع بأهمية الشفافية ودورها في الحد من الفساد الاداري. ABSTRACT This study aims to identify the legal texts and regulatory mechanisms monitored by the higher education and scientific research sector in Algeria in order to activate administrative transparency in universities as one of the basic requirements for achieving corporate governance. The most important results are that the true embodiment of administrative transparency that supports the governance of the sector requires overcoming obstacles and obstacles and educating all actors in the sector about the importance of transparency and its role in reducing administrative corruption.
