Résumé: ملخص: حتم تفشي فيروس كورونا كوفيد 19، على الساحة العالمية والوطنية، فرض حجز صحي كلي و جزئي غير مسبوق، أحدث وضع متأزم وإضطراب على المستوي المعيشي للأفراد، كانت له تداعيات كبيرة على السير العادي لإقتصاديات البلدان، مما أوجب على الدول إتخاذ إجراءات وتدابير صارمة لمكافحـة هذا الوبـاء الفتاك والحد من إنتشاره قدر الإمكان، شملت أغلب المجالات، وكان مجال إبرام الصفقات العمومية من بينها بإعتباره الدعامة القانونیة للنشاطات الصناعیة والتجاریة، والمجال الإستراتيجي لإستهلاك الأموال العامة وتنفيذ المشروعات و تحريك دواليب التنمية الشاملة . فجاءت هذه الدراسة لتسلط الضوء على أهم التدابير الخاصة المكيفة لإجراءات إبرام الصفقات العمومية في ظل جائحة كورونا كوفيد 19،التي أتى بها المشرع الجزائري بموجب المرسوم الرئاسي 20/237المؤرخ في 31/08/2020،سعيا منه إلى ضمان السير العادي لمجال إبرام وتنفيذ الصفقات العمومية . Abstract: The outbreak of the Coronavirus Covid 19, on the global and national arena, necessitated the imposition of an unprecedented total and partial health reservation, the latest crisis situation and disruption to the standard of living of individuals, which had major repercussions on the normal functioning of the economies of countries, which required countries to take strict measures and measures to combat this The deadly epidemic and limiting its spread as much as possible covered most areas, and the field of concluding public deals was among them as it was considered the legal pillar of industrial and commercial activities, and the strategic field for consuming public funds and implementing projects and moving the wheels of comprehensive development.. This study came to shed light on the most important special measures adapted to the procedures for concluding public deals in light of the Corona Covid 19 pandemic, which the Algerian legislator brought in pursuant to Presidential Decree 237/20 of 08/31/2020, seeking to ensure the normal functioning of the field of concluding and executing public procurement .
