مساهمة السياسة النقدية في معالجة البطالة حالة الجزائر

Résumé: الملخص : تهدف دراستنا إلى معرفة ما مدى مساهمة السياسة النقدية في معالجة البطالة في الجزائر و لغرض ذلك تم الإشارة لنظرة إلى السياسة النقدية من مختلف مدارس الفكر الاقتصادي و إلى مفهومها و مختلف أدواتها و أهدافها و العلاقة التي تربطها بالسياسة المالية و استقلالية البنك المركزي و فعاليته في تنفيذها، و الإشارة إلى البطالة من خلال التفسير الذي تعرضت إليه في الفكر الاقتصادي و إلى مفهومها و مختلف أنواعها و كيفية معالجتها. و في دراستنا التطبيقية لحالة الجزائر فالسياسة النقدية عرفت العديد من الإصلاحات و التحولات و بدأ تفعيله بعد صدور قانون النقد و القرض 90/10و الأمر 03/11، عرفت البطالة تطور من خلال عدة مراحل و استعملت الجزائر عدة سياسات التشغيل حيث أنشأت وكالات الوطنية المتخصصة للحد من البطالة غير أن السياسة النقدية في الجزائر لم تولي أي اهتمام بمستويات التشغيل حيث أن هدفها الأساسي هو مكافحة التضخم. Résumé : Notre étude aide à connaitre l’impact de la politique monétaire et son rôle pour traiter le chômage en Algérie. Pour vérifier cela les instituts économiques ont étudie cette politique : sa définition, son utilisation, ses conséquences e, son lien avec la politique financière et l’indépendance de la banque centrale voire l’importance de son application ; nous allons aussi donner une idée sur le chômage selon l’explication des économes, sa définition, ses types et son traitement (solution). Dans notre étude pratique sur l’état du pays algérien nous avons constaté que la politique monétaire a connu plusieurs réformes et changement et on l’a appliqué après la promulgation de la loi de la trésorerie et de prêt 10/90 et l’ordre03/11, le chômage a connu un progrès passant par des étapes ; l’Algérie a utilisé plusieurs politiques d’emploi, elle a crée des agences nationales spécialisées pour réduire le chômage mais la politique monétaire n’a pas donné importance au niveau d’emploi son but ciblé était lutter contre l’inflation. Summary: Our study aims to find out the extent of the contribution of monetary policy in unemployment in Algeria and processing for the purpose it was vital to discuss the monetary policy from various schools of the economic thought, exposing its concept, various tools, objectives and the relationship it has with the financial independence of the central bank and its effectiveness in implementing the policy. We’ve also discussed unemployment from the angle of the interpretation that hit according to some economists, its concept, various types and how to address them. In our practical study, we applied to the case of Algeria in monetary policy which went through many reforms and transformations and it began to be activated after the issuance of the Law on Cash and Loan 90/10 and the Act of 03/11. Unemployment evolved through several stages and Algeria established several employment policies and it has also founded national and specialized agencies to reduce unemployment. However, the monetary policy in Algeria did not place employment as a priority since its primary objective is to combat inflation.
