الإلكترونية في دعم الشفافية ومكافحة الفساد في الجزائر2011/2016 – دراسة تقويمية

Résumé: تمثل الإدارة الإلكترونية ركيزة أساسية في علاقة المواطن بالإدارة بحيث يتم التعامل وفقا للتكنولوجيات الاتصال والإعلام الذي بدوره يتطلب امتلاك مجال تقني متطور يسمح بالمرونة في التعامل مع هذه التكنولوجيات، كما أن الإدارة الإلكترونية تضح حيز من الثقة بين الإدارة والأطياف الأخرى من خلال فتح المجال أمام كافة الأطراف والوصول إلى تقديم خدامات عمومية مميزة. ومن خلال ذلك جاءت أهمية الدراسة لموضوع تطبيق الإدارة الإلكترونية التي تعتبر مقياسا لتطور المؤسسات في وقتنا الحاضر وضمان للتسيير الشفاف بتوظيف تكنولوجيا المعلومات والاتصالات لصالح تطوير العمل الإداري وتوظيف هذه الخدمات التكنولوجية لمكافحة الفساد والكشف عن المعاملات الإدارية التي توضح علاقة المواطن بالإدارة. لقد قسمت هذه الدراسة إلى مقدمة ومدخل منهجي ومفهومي ونظري وفصلين: الفصل الأول: دور الإدارة الإلكترونية في تعزيز دعائم الحكم الراشد. الفصل الثاني: الإدارة الإلكترونية كآلية لمكافحة الفساد في الجزائر. وفي الأخير تم عرض مجموعة من الاستنتاجات لهذه الدراسة E-management is an essential element in the citizen's relationship to the management, so that communication and information technologies are dealt with, which requires a sophisticated technical field that allows for flexibility in dealing with these technologies. Electronic management also creates a space of trust between management and other sectors by opening the door to all parties And access to the provision of distinctive public services. In this regard, the importance of the study is to the application of electronic management, which is a measure of the development of institutions in the present day and to ensure the transparent management of the employment of information and communication technology for the development of administrative work and the use of these technological services to combat corruption and disclosure of administrative transactions. This study has been divided into an introduction and a systematic, conceptual and theoretical approach and two chapters: Chapter One: The role of e-governance in promoting the pillars of good governance. Chapter 2: Electronic governance as a mechanism to combat corruption in Algeria. Finally, a set of conclusions were presented. In view of the fact that e-governance is a cornerstone of achieving transparency in the fight against corruption in Algeria, the question is raised as follows:
