الشراكة بالأراضي الفلاحية التابعة للأملاك الخاصة للدولة

Résumé: قصد إعطاء ديناميكية لاستغلال الأراضي الفلاحية التابعة للأملاك الخاصة للدولة حتى تلعب الدور المنوط بها بتحقيق الأمن الغذائي وتصبح مصدر بديل للثروة مع تنويع الموارد المالية بعد التذبذب الخطير لأسعار البترول، استحدث المشرع بموجب أحكام القانون 10-03 آلية جديدة تسمح لرؤوس الأموال الخاصة بالمساهمة في استثمار الأراضي الفلاحية التابعة للأملاك الخاصة للدولة عن طريق الشراكة والتي تسمح للمستثمرات الفلاحية سواء كانت فردية أو جماعية والمزارع النموذجية التي تحولت إلى مؤسسات عمومية اقتصادية بإبرام اتفاقيات شراكة مع مستثمرين سواء كانوا أشخاص طبيعيين أو معنويين لمدة محددة وفقا لكيفيات وشروط محددة. Abstract: In order to give a dynamic to the exploitation of the agricultural lands of the private domain of the State and so that they can play its role to ensure the food security and to become a source or an alternative source of wealth by diversifying the monetary resources, after the fall of oil prices, a project was created under the provisions of Law 10-03 a new mechanism that allows private capital to contribute to the exploitation of agricultural land of the state private estate through partnership and which allows to individual or private farms or to pilot farms which become Economic Public Enterprises to conclude partnership agreements with investors, being natural or legal persons for a fixed period of time according to specific terms and conditions.
