Résumé: The e-publishing is closely related to modern technology of information, and in particular of Computing electronic. It gives the publishing recipe electronic where the technology is used in all production message intellectual processes, and because of the achievements of electronic publishing of interaction between the beneficiary and the publisher and the author, as well as Provides high energy reductionist, with low cost and speed of retrieval, without condoning its shortcomings, we will discuss in this work demonstrate the conceptual framework for electronic publishing and it will learn the categories of electronic publishing different and some of the manifestations and forms, and then we review some of the issues related to it, such as those for legislation and legal procedures governing electronic publishing in Algeria, as well as some illustrative examples of the application of this type of publication in Algeria, and finally review the work the issue of copyright and intellectual property and copyright and fair use of information in Algeria, where the remains of these things is not stable legally, so researchers voices calling importance of applying the principles of copyright and develop respect for and secure the future of this industry.
