انحراف أعضاء مجلس النواب باستخدام وسائل الرقابة البرلمانية
Résumé: ملخص: تقضي جميع الأنظمة البرلمانية، بوجود رقابة برلمانية يمارسها أعضاء مجلس النواب تجاه الحكومة ككل أو على أحد الوزراء، وهذه الرقابة تمارَس بموجب الدستور والقانون في مسائل تخص عمل الحكومة أو أحد وزرائها، لكن في بعض الأحيان تمارس هذه الرقابة ليس لتحقيق المصلحة العامة، وإنَّما لغاياتٍ أُخرى، أي تنحرف الرقابة عن الحدود التي رسمها الدستور والقانون، ومن ثمَّ يكون هناك انحراف بالسلطة من قِبَل أعضاء مجلس النواب. Abstract: All parliamentary systems provide for the existence of parliamentary oversight exercised by members of the House of Representatives towards the government as a whole or on one of the ministers, and this oversight is exercised according to the constitution and the law in matters related to the work of the government or one of its ministers, but sometimes this control is exercised not for the public interest, but for other purposes that is, oversight deviates from the limits set by the constitution and the law, and then there is a deviation of power by members of Parliament.
