المواطنة وأزمة تجلياتها في العالم العربي

Résumé: إن السياق الكرونولوجي لمفهوم المواطنة يؤكد على أنها ليست مجرد نزوع شعوري، ولكنها نزعة فكرية (مذهبية) لها مبادؤها العامة وطقوسها السلوكية، فالمواطنة هي سلوك مكتسب يتحقق عندما تتهيأ المقومات اللازمة ليصبح عبارة عن ممارسة في أرض الواقع تثرجمها المشاركة في الحياة الاجتماعية والسياسية، عبر آليات التنظيم، والوعي ومختلف مؤسسات المجتمع، إلا أن تكريس المواطنة الفعلية والحقيقية في أرض الواقع، وخاصة في الدول العربية التي تفتقد إلى مبادئ الديمقراطية والعدالة الاجتماعية بمختلف أشكالها فرض تحديات كبرى جعلها تعيش أزمة حقيقية، لذلك نسعى من خلال الدراسة الراهنة إلى تشخيص الواقع الفعلي للمواطنة في الدول العربية قصد تكييف خصوصيتها لمواكبة عجلة التحضر الكونية. summary: The chronological context of the concept of citizenship confirms that it is not only an emotional tendency, but an intellectual (doctrinal) tendency which has its general principles and behavioral rituals. Organization, awareness and various institutions of society, except that consecrate real and real citizenship on the ground, especially in the Arab countries which lack the principles of democracy and social justice in its different forms imposing major challenges that have brings about a real crisis, so we are looking through the study The present study aims to diagnose the real reality of citizenship in the Arab countries in order to adapt their private life to keep pace with the wheel of global urbanization.
