أزمة المواطنة في المجتمعات العربية: المجتمع العراقي أنموذجا

Résumé: الملخص بالعربية: لم تنجح النخب السياسية الحاكمة في ترقية مفهوم المواطنة في المنطقة العربية لاسيما في الدول، التي مسّتها أحداث ما يسمّى "بالربيع العربي" عام 2011 على غرار سوريا، اليمن، ليبيا، السودان...، والتي بدأت مع احتلال العراق من قبل عام 2003... هذا الأخير-أي العراق- عرف انقساما اجتماعيا خطيرا بسبب غياب سلطة الدولة والقانون، وبالتالي شعور الفرد العراقي بأزمة مواطنة وفقدان الشعور بالانتماء إلى الدولة، التي لم تعد قادرة على حماية أمنه وممتلكاته ومكتسباته. الكلمات المفتاحية: المنطقة العربية-أزمة-المواطنة-المجتمع-العراق الملخص بالانجليزية: Abstract : The ruling elites in the Arab world have not succeeded in enhancing the principle of citizenship within their countries, especially those that witnessed what has been dubbed as“the Arab Spring’s uprisings” since 2011, like Iraq, Yemen and Libya. Iraq, for instance, has witnessed, since the 2003 U.S.-led invasion, a subversive citizenship crisis, which is attributed to numerous factors, including the absence of both the rule of law and the state’s legitimate monopoly over the use of force. As a result, the Iraqi individual is no longer feeling loyalty towards its country, or even the patriotic pride of being an Iraqi, particularly since his subsequent governments have failed to protect his safety, properties, and dignity.
