جدلية الأمن والتنمية في السياسة التركية تجاه الأقلية الكردية بعد2002م

Résumé: يسعى هذا المقال بالدراسة والتحليل؛ إلى إبراز الجدل القائم في السياسة التركية تجاه الأقلية الكردية، بين مدى تأثير المقاربة الأمنية والعسكرية التركية على سياسات التنمية في جنوب شرق تركيا-المناطق ذات الأغلبية الكردية-وبين مدى تأثر الأكراد بإخفاقات التنمية في المنطقة، وانعكاس ذلك على الوضع الأمني في تركيا. معتمدين في تحليلنا على بعض المؤشرات الاقتصادية والاجتماعية التي تبرز جدلية العلاقة بين متغيري الأمن والتنمية. وقد فرضت علينا طبيعة الدراسة، طرح الإشكالية التالية: إلي أي مدى يمكن اعتماد العلاقة القائمة بين الأمن والتنمية كمقاربة لحل القضية الكردية في تركيا؟ وخلصت الدراسة إلى عدة استنتاجات يتمثل أبرزها أن القضية الكردية في تركيا ليست قضية أمنية ولا قضية تنمية فحسب، بل هي قضية هوية مسيسة ومعقدة تحكمها تحديات ورهانات داخلية، إقليمية، ودولية. متشابكة. وبالتالي يمكن لمقاربة الأمن والتنمية، أن تساهم في تفسير جانب من جوانب القضية الكردية، وأن لا تزيد في تعقيدها، لا إلى حلها نهائيا. The article aims to study and analyze the debate in The Turkish policy towards the Kurdish minority. The article highlights the impact of the military repression on the development policies in the southeastern region of Turkey. The latter leads to the economic backwardness in the region which enhances revolutions, wars and insecurity.The analysis is based on some economic and social indicators that highlight the controversial relationship between the security and development variables. So, the following problem is raisedءء to what extent can the existing relationship between security and development be adopted as a solution to the Kurdish issue in Turkey? As a conclusion of this article, our findings show that The Kurdish issue in Turkey is not only a security issue or a development issue; rather, it is a complex politicized issue of identity that is governed by internal, regional, and international challenges. Thus, security and development can be approached as an initial solution to the Kurdish issue.
