The E-administration In Algeria, Between Plan And Achievements. L’administration Électronique En Algérie, Entre Plan Et Réalisations

Résumé: Ongoing mutations, whether in the global crisis that constrains governments to re think their economies, or the rapid pace of information and communication technology innovations, create a challenge to the public administration, which must constant lyres ponds to the way, radically transformed, of citizens’ life and work. In developed countries, public administration is no longer considered bureau critic and no longer a concern for the citizen, nor a brake on the growth of the economy. Algeria, having suffered an enormous delay compared to it sonly neighbors in the Maghreb, has caught up from 2009 with an ambitious plan called "e-Algeria 2013", whose purpose is to digitize both the administration and the economy. This multi sect oral plan includes 12 major axes and 1000 actions, 90% of them concerned the modernization of public administration. The achievement rate of this project is estimated to day at 28%. The dematerialization of the administrative documents of the civil status allowed to eradicate the problem related to the bureau cracysuch as the losses of time, the waste, the inconveniences to the citizen, the client el its and corruption practices which one uses precisely to circumvent the bureaucracy .Similarly for other administrations such as justice, the tax authorities who have put many of their services online. The digitization of all civil stat us registers now allow citizens to obtain their documents instantly from any municipality or administrative branch. 265 online forms and 29 procedures were also launched, representing an achievement rate of the initial plan (447 services) estimated at 65.77%. The number of institutional websites, ministries and related organizations is 587 sites. The completion of the public administration digitization process corresponds to the offer of all online services in a single website. The Algerian public service site called "Elmouatin" had been recently created, it includes just 14 online services and 5 forms. But the total number of services is 294, so the raise gap of 275 services that we accessed to through government sites, they are not yet grouped into "Elmouatin" website. On the other hand the government had launched site helping the entrepreneur to create his company but item ain entirely informational. The entrepreneur could find all the detailed steps to create a company according to the legal status retained, the documents to provide, the administrations to consult, the vergers pones time . Today, the execution of the plan faces many constraints. First, there is the depletion of resources. The state reduced its investment budget as a result of the crisis. While acquisitions in terms of equipment for the plan are complete dolly up to 37%. There is also problems with execution procedures, the several ministerial department involved in the realization of the plan, are still operating in an archaic, centralized and rigid management mode, hence the difficulty of conducting effective coordination, having a common vision or acting according to a unique strategy.
