Résumé: Abstract The environment has known great interest in the world, after the deterioration caused by industrial and technological development since the industrial revolution, which necessitated rapid intervention in order to protect it from pollution, and Algeria has played its role through the measures it followed since its first Environmental Legislation in 1983. This study dealt with the general environmental system, by showing the role of administrative protection at the national and local levels as a legal control mechanism for environmental pollution, through preventive and deterrent mechanisms, and it also seeks to highlight the responsibility arising from environmental pollution in Algerian Law, and the Punishment that Results from the crime was known Environmental. The study ended with a set of results for the improvement of the environmental legal system, by offering it in the form of recommendations and directives represented in: weak coordination between the central environmental administration and unoccupied, as well as the lack of specialized interests in municipalities That guarante the probems of the Environment, and delay in issuing a new law that is in link with textology and independence Developments
