إصلاح السياسات التعليمية في الجزائر كآلية لخلق بيئة جاذبة للكفاءات الوطنية

Résumé: ملخص: ) باللغة العربية) تمثل ظاهرة هجرة الكفاءات هاجسا حقيقيا ، وإحدى أهم المشاكل التي تعاني منها الدول النامية على العموم لكونها تؤثر بشكل مباشر على عجلة التنمية ، والجزائر رغم تضارب الأرقام والإحصائيات ومحاولة التخفيف من حجم الظاهرة شكلا، فإن المعلومات الواردة في التقارير الإقليمية و الدولية ، تعكس و بوضوح خطورة الظاهرة و استمراريتها ، ذلك أن العدد و إن اعتبره المتفائلون محدودا اليوم فهو لا محالة سيتراكم لسنوات قادمة ليصبح معبرا عنه بالملايين، مما يستعدي التفكير في استراتيجيات ناجعة اليوم و أكثر من أي وقت مضى للتعامل مع ظاهرة هجرة كفاءاتنا الوطنية، وانطلاقا من اعتبار هذه الاخيرة ما هي إلا مخرجات السياسات التعليمية فإن إصلاح هذه الاخيرة سيمكن من خلق بيئة جاذبة تؤسس لاستقرار الكفاءات ، وإيقاف هذا النزيف الذي يكاد يقضي على مخزون ذوي المهارات العالية في مختلف المجالات. كلمات مفتاحية: السياسة التعليمية، المواطنة ، الهجرة، هجرة الكفاءات Abstract: The phenomenon of the competencies migration represents a real concern, and one of the most important problems in developing countries in general because it directly affects the wheel of development, Algeria despite conflicting figures and statistics and trying to reduce the size of the phenomenon in form, the information contained in the regional reports and International, reflects the seriousness of the phenomenon and its continuity, because the number will inevitably accumulate year after years to come be expressed in millions, which prepares to think about strategies that are effective today and more than ever to deal with the phenomenon of the migration of our national competencies, Considering that the latter are the outcomes of educational policies, the reform of this policies will be able to creat an attractive environment that managed to achieve the stability of competencies, and to stop this bleeding.
