فئة ذوي الاحتياجات الخاصة: بين السياق المفاهيمي والحماية المقررة لهم في التشريع الجزائري

Résumé: نسعى من خلال هذه الدراسة الى توضيح وتبيان ما أولاه المشرع الجزائري من اهتمام لفئة ذوي الاحتياجات الخاصة، هذه الاخيرة فئة من الافراد تعاني من عجز صحي أو عقلي مزمن نتيجة أسباب وعوامل مختلفة. وبالرجوع الى المشرع الجزائري فقد قرر ترسانة من النصوص القانونية والتنظيمية تقرر الحماية اللازمة لهذه الفئة وتم تكريس ذلك بموجب القانون رقم02-09 المتعلق بحماية الاشخاص المعوقين وترقيتهم بالجزائر. Through this study, we seek to clarify and show the attention paid by the Algerian legislator to the category of people with special needs. The latter is a category of individuals who suffer from chronic health or mental deficits due to various reasons and factors. With reference to the Algerian legislator, it has decided an arsenal of legal and regulatory texts that determine the necessary protection for this category, and this was enshrined in Law No. 02-09 related to the protection and promotion of persons with disabilities in Algeria.
