Résumé: تعبر المعايير الدولية لمعاملة السجناء عموما على مجموعة واسعة من الحقوق التي يجمع عليها البشر و يتفقون بشأنها على أنها ضمانات عامة و شاملة و عالمية و قانونية تحمي الحقوق الأساسية و الكرامة الإنسانية وتلزم الدول و الحكومات على القيام بكل الإجراءات التي من شأنها صيانة هذه الحقوق وحمايتها دوليا ومحليا لكل الأفراد الذين يتعرضون لأي شكل من أشكال الاحتجاز. إن المعايير الدولية المتفق عليها من قبل المجتمع الدولي عبر منظمة الأمم المتحدة من خلال المعاهدات أو الاتفاقيات الدولية كالعهد الدولي الخاص بالحقوق المدنية و السياسية أو العهد الدولي الخاص بالحقوق الاقتصادية و الاجتماعية والثقافية، هي معاهدات تلزم قانوناً كافة الدول التي صدقت عليها أو انضمت إليها، وتحتوي في كثير منها على حماية حقوق الأشخاص المحرومين من حريتهم، بالإضافة إليها يوجد العديد من الصكوك الدولية في صورة قواعد أو مبادئ أو توجيهات أو إرشادات، تهتم بصورة خاصة بالسجناء وشروط اعتقالهم وهي بمثابة قواعد حد أدنى وإرشادات مكملة للمبادئ الواردة في المعاهدات الدولية ذات الطابع الإلزامي.
