السلوك الدوري للسياسة المالية في الدول المنتجة للنفط -دراسة حالة الجزائر 2000-2019

Résumé: تمثل السياسة المالية الدورية احدى الإشكالات الاقتصادية الأساسية في ظل الاعتماد على الموارد غير المتجددة كالنفط، في هذا السياق، تهدف هذه الدراسة إلى تحليل العلاقة بين الدورة الاقتصادية و دورية السياسة المالية و خاصة تلك التي تنشأ من تقلبات أسعار الموارد المصدرة و ذلك بالنسبة للجزائر خلال الفترة 2000-2019 ، و باستخدام منهجية رياضية و قياسية ترتكز على أعمال (Fedelino & al 2009) و) (Villafuerte & Lopez-Murphy, 2010. خلصت الدراسة إلى أن مدخرات العوائد النفطية سمحت بهامش مناورة لصانعي السياسة في تقليص فجوات الناتج و من ثم الدورات الاقتصادية، إلا أن أثر هذا الهامش لم يتجاوز المدى القصير، كما خلصت إلى أن السياسة المالية كانت دورية في معظم فترة الدراسة بغض النظر إن كانت توسعية أو انكماشية، مع تسجيل بعض السنوات الإستثنائية و التي كانت فيها السياسة المالية معاكسة للدورة. The cyclical fiscal policy represents one of the main economic problems in light of the dependence on non-renewable resources such as oil. In this context, this study aims to analyze the relationship between the economic cycle and the cyclicality of fiscal policy for Algeria, especially those that arise from fluctuations in the prices of exported resources during the period 2000 -2019, using a mathematical and econometric methodology based on the works of (Fedelino & al 2009) and (Villafuerte & Lopez-Murphy, 2010). The study concluded that the savings of oil revenues allowed policy makers a margin of maneuver to reduce output gaps and then economic cycles, but the impact of this margin did not exceed the short term, and also concluded that the fiscal policy was cyclical in most of the study period, regardless of whether it was expansionary or deflationary, with some exceptional years recorded in which fiscal policy was counter-cyclical.
