Résumé: In spite of the many opportunities and advantages offered by information and communication technologies for public institutions and organizations, there are many obstacles to these organizations in the adoption and application of these new technologies . The Algeria electronic project, which was launched in 2008 is an ambitious project to move towards the information society, but after more than five years from the beginning of the project, , Algeria is still very late in the rankings for electronic governments and the information society, which strongly raises questions about the constraints and obstacles faced by the employment of new information technologies and communication in the Algerian institutions and public administrations
