الرقابة المستقلة على العملية الانتخابية في الجزائر

Résumé: تهدف هذه الدراسة إلى استعراض التطور القانوني للرقابة المستقلة على الانتخابات في الجزائر وصولا إلى السلطة الوطنية المستقلة للانتخابات، فقد استحدث المشرع الجزائري بالاستناد إلى المادة 141 من الدستور آلية جديدة للحفاظ على شفافية وحيادية الانتخابات. حيث أنشأت السلطة الوطنية المستقلة لتحل مكان الهيئة العليا المستقلة لمراقبة الانتخابات التي حلت محل كل من اللجنة الوطنية القضائية للإشراف على الانتخابات واللجنة الوطنية السياسية لمراقبة الانتخابات، وصدر القانون العضوي 19- 07 المتعلق بالسلطة المستقلة في 15 سبتمبر 2019 بعد أن تمت المصادقة عليه من قبل غرفتي البرلمان. This study aims to review the legal development of independent monitoring of elections in Algeria to the independent national elections authority. According to Article 141 of the Constitution, the Algerian legislator has introduced a new mechanism to maintain the transparency and neutrality of the elections. It established the Independent National Authority to replace the Independent Supreme Electoral Observatory, which replaced both the National Judicial Committee to oversee elections and the National Political Committee for Monitoring Elections, and Organic Law 19-07 related to the Independent Authority was issued on September 15, 2019 after it was ratified by two chambers of Parliament.
