Résumé: Foreign direct investment is one of the main pillars of the economic development process. However, the issue of its polarization requires great efforts to improve the investment climate, which led developing countries to make changes in regulations for foreign direct investment to make their investment environment more favorable to investors, hoping to obtain the largest possible amount of this investment. This is due to its positive effects on economic transformation and the transfer of modern technology, and its contribution to the accumulation of capital to cover the deficit in domestic capital. This can only be achieved if countries are able to direct it and formulate the appropriate policy. Therefore, Algeria, like other developing countries and since independence, has sought to adopt a policy of openness, either on its own or with the help of international financial bodies, and to make several developments and amendments to laws, legislations and bodies that ensure the attraction of foreign investments, by providing many incentives and guarantees, and deepening them for economic reform programs. This is an expression of the state's will to develop its national economy, and make the investment environment in it more qualified and conducive to attracting foreign direct investment. And after studying and analyzing the role of foreign direct investment as a strategy to support the requirements of economic development in Algeria during the period 2001-2019, it was concluded that Algeria's share of foreign direct investment remains weak, despite the gradual development during the study period, but it is characterized by instability, and the results achieved have not reached the required level, and remain below the aspirations that they aspire to, and this is still Investment is concerned with the oil sector and has a limited contribution to forming fixed capital, GDP, diversifying exports and creating employment opportunities ... in addition to its negative impact on the expense of services and incomes due to profit transfer. Also, Algeria faces many obstacles and difficulties (especially with regard to the correlation of the performance of the Algerian economy with oil, the expansion of corruption and bureaucracy, the parallel sector,( ... It is imperative to work on getting rid of them in the context of setting new horizons for attracting foreign direct investments related to the effectiveness and seriousness of the future investment climate improvement policies pursued by the Algerian authorities. Despite all this, Algeria still hopes that these investments will contribute to supporting economic development in development programs. Finally, after presenting the most important features of the future strategy for economic development in Algeria, as it adopted a new development model, based on prospects for diversification and transformation of the economy’s structure. 2030. In order to activate the impact of foreign direct investment on economic development in Algeria, and to overcome those obstacles that prevent its flow and benefit from it, it is necessary to provide a set of policies and procedures that will organize and direct this investment in a way that serves the established goals.
