القانون الدولي الإنساني وتحديات التغير المناخي

Résumé: أصبح القانون الدولي الإنساني في عصرنا هذا يواجه العديد من التحديات والعقبات، على رأسها قضية تغير المناخ والتدهور البيئي الذي تخلفه النزاعات المسلحة، فمعاناة الإنسان أثناء النزاعات المسلحة بنوعيها الدولية وغير الدولية تزداد حدتها وفظاعتها خاصة مع التطور التكنولوجي والعلمي الرهيب الذي أسفر عن ظهور أساليب وأسلحة حديثة للقتال تلحق أضرارا بالغة بالبيئة وتسبب على المدى الطويل موجات متفاوتة ومتلاحقة من التغيرات المناخية. هنا يبرز دور وفعالية قواعد القانون الدولي الإنساني في مواجهة التغيرات المناخية وحماية البيئة والإنسان خلال النزاعات المسلحة، التي اتضح بعد الدراسة أنها لا تبدو ملائمة في ظل التغيرات الطارئة خاصة في مجال التسلح. الكلمات المفتاحية: التغير ،المناخ، الاحترار، النزاعات ، النزوح ، الحق، الحياة، الغذاء. Abstract : International humanitarian law has become in our time faces many challenges and the obstacles, the most important is the issue of climate change and the environmental degradation who armed conflicts is successor, human suffering during armed conflicts with both types international and non_international its intensity and awfulness are increasing, especially with technological development and the terrible scientific who it resulted in appearance modern methods and weapons sever damage inflicting the environment and in the long _term cause uneven waves and sequentially of climate change. The role and effectiveness of the rules of international humanitarian law they appear here in coping with climate changes and environmental and human protection during armed conflicts, after studying it turns out it does not seem appropriate in during emergency changes especially in armament field.
