قياس وتقييم الأداء في القطاع العمومي المحلي بتطبيق نظام الموازنة على أساس الأنشطة (abb) دراسة عينة من البلديات

Résumé: هدفت الدراسة إلى معرفة مدى إمكانية تطبيق نظام الموازنة على أساس الأنشطة (ABB) في القطاع العمومي المحلي وهذا من اجل قياس وتقييم الأداء في هذا القطاع إضافة إلى توجيه اهتمام الإدارة العليا في الأجهزة الحكومية إلى ضرورة الأخذ بمبادئ التسيير العمومي الحديث (NPM) وهذا من خلال تطبيق أدوات مراقبة التسيير الحديثة. لقد قدمت هذه الدراسة تحليلا مبني على دراسة مسحية بالاعتماد على استبيان وزع على عينة من البلديات، حول دراسة إمكانية تطبيق نظام الموازنة على أساس الأنشطة، وتم التوصل إلى نتيجة أن هناك إمكانية لتطبيق هذه الأداة في القطاع العمومي المحلي. الكلمات المفتاحية: نظام الموازنة على أساس الأنشطة (ABB)، الأداء، القطاع العمومي. Measurement and evaluation of performance in the local public sector to apply the activity-based budget system (ABB) Abstract: The study aimed to determine the possibility of application of the Activity Based Budgeting system in the local public sector in order to measure and evaluate the performance in this sector, in addition to drawing the attention of senior management in government bodies to the need to implement the principles of New public management (NPM) and this through the application of modern of management control tools. This study has provided an analysis based on a survey through a questionnaire distributed to a sample of municipalities, on the study of the possibility of application of the Activity Based Budgeting system, where we reached the conclusion that there is a possibility for the application of this tool in the local public sector.
