إستراتجية التحول الرقمي ضمن السياسات العامة التنموية في الجزائر: الواقع والآفاق

Résumé: تهدف هذه الدراسة للكشف عن واقع السياسات العامة التنموية اتجاه عملية التحول الرقمي في الجزائر، وقد اعتمدنا على منهج دراسة الحالة من خلال دراسة حالة الجزائر لإستراتيجية التحول الرقمي الذي يشمل أربع محاور أساسية تمثلت في: (الجانب التشريعي والتنظيمي، الحوكمة الرقمية، المصادقة والدفع الإلكترونيين، المواطنة الرقمية) مع الاستعانة بالمنهج الإحصائي والمنهج المقارن لتقييم مكانة الجزائر ضمن التحول الرقمي في المنطقة العربية، وتوصلت الدراسة إلى أن هناك توجه واضح لصانع القرار في الجزائر نحو التحول الرقمي رغم العراقيل التي واجهت بعض القطاعات، كالبنية التحتية الرقمية، مدى توفر الخدمة الرقمية، الأعمال الرقمية، وهذا ما يستوجب ضرورة تهيئة بيئة قانونية وتنظيمية ناجعة تتماشى مع متطلبات التحول الرقمي والتنسيق مع الدول العربية الرائدة في التحول الرقمي دون إقصاء الشركاء الاقتصاديين والاجتماعين. Abstract: This study aims to reveal the reality of public development policies towards the digital transformation process in Algeria. We relied on the case study approach by studying the case of Algeria for the digital transformation strategy, which includes four main axes represented in: (legislative and regulatory aspect, digital governance, electronic authentication and payment, digital citizenship) with the use of the statistical approach and the comparative approach to evaluate Algeria's position within the digital transformation in the Arab region. The study concluded that there is a clear trend of decision-makers in Algeria towards digital transformation despite the obstacles faced by some sectors, such as digital infrastructure, the availability of digital services, and digital businesses. This necessitates the need to create an effective legal and regulatory environment that is in line with the requirements of digital transformation and coordination with the leading Arab countries in digital transformation without excluding economic and social partners.
