دور مراكز التفكير في صناعة السياسة الخارجية الأمريكية بعد أحداث 11 سبتمبر 2001

Résumé: إن صناعة السياسة الخارجية في الولايات المتحدة الأمريكية عملية معقدة تساهم فيها عناصر وعوامل مختلفة، بحيث تتداخل وتتشابك فيما بينها. ويوجد عدد كبير من مراكز التفكير في الولايات المتحدة، هي مصادر لإنتاج المعرفة والفكر، تؤثر على الرأي العام وصناعة السياسة، فلا ينحصر دورها في تقديم بدائل السياسات وإنما تعتبر كمخزون استراتيجي يمد الحكومة بالكوادر البشرية اللازمة، وتضطلع بتقييم سياسات الحكومة مما يؤثر على عملية صنع القرار، فقد أسهمت هذه المراكز بشكل كبير في بلورة الآراء والمبادئ والمفاهيم التي أثرت في السياسة الخارجية الأمريكية، وكان للكثير منها إسهاماتها الواضحة في صنع القرار الأمريكي تجاه العديد من القضايا، خاصة بعد أحداث 11 سبتمبر 2001، وهذا ما نحاول أن نستعرضه في هذه الورقة البحثية. Abstract: The making of foreign policy in the United States of America is a complex process in which different elements and factors contribute, and which overlap and intertwine with each other. There are a large number of think tanks in United States which are sources to make knowledge and thinking, affect public opinion and policy making. And not only limited to their role in providing policy alternatives, but also considered as a strategic stock which supplies the government with necessary human cadres. They undertake to assess the government’s policies, and which affects the process of decision making. These centers have significantly contributed in shaping the view, principles and concepts that have influenced the American foreign policy. And many of them have had their obvious contributions in making the American decision towards many issues; especially after the events of September 11th, 2001. And that’s what we are trying to present in this research paper.
