سياسات صناعة الأدوية في دول شمال إفريقيا في ظل جائحة كوفيد 19

Résumé: تبرز هذه الورقة أهمية الصناعات الصيدلانية في دول شمال إفريقيا في الحفاظ على الصحة العمومية للسكان، ولكونها مصدرا هاما لتحقيق قيمة مضافة معتبرة على مستوى الدخل الوطني سواء بالتصدير أو بالاستثمار المباشر في الأسواق الأجنبية. وانطلاقا من هذه الأهمية، أولت دول شمال إفريقيا أهمية كبرى لهذا القطاع وصنفته ضمن القطاعات الاستراتيجية في سياساتها الوطنية، وتمكنت من تشكيل قاعدة صناعية مهمة تتكون من مجموعة من الوحدات الإنتاجية التي تسعى إلى رفع مستويات التغطية للسوق المحلي من المنتجات الصيدلانية. كما تتناول الورقة ملامح سياسات صناعة الدواء في دول شمال إفريقيا، وأهم المبادرات التي تم إطلاقها سواء من حيث طرح اللقاحات أو تطوير العلاجات الموجودة لمواجهة الفيروس المستجد. This paper highlights the importance of the pharmaceutical industries in North African countries in maintaining the public health of the population and as an important source for achieving significant added value at the level of national income, whether by exporting or by direct investment in foreign markets. Proceeding from this importance, the North African countries have attached great importance to this sector and classified it within the strategic sectors in their national policies, and have been able to form an important industrial base consisting of a group of production units that seek to raise the levels of coverage of the local market for pharmaceutical products. The paper also deals with the features of drug industry policies in North African countries and the most important initiatives that have been launched, whether in terms of offering vaccines or developing existing treatments to confront the emerging virus.
