Résumé: This study aimed to clarify how the application of the principles of the new public administration contributes to the improvement of public service, and on this basis the different concepts of each of the new public administration and public service were addressed.To support this study, the telecommunications sector in Algeria was adopted as a model to measure the impact of applying new public administration principles on improving public service. Through this study, we reached a set of results, the most important of which are: 1) The new public administration is one of the concepts that gained great momentum in administrative thought and practice, due to the advantages and benefits it provides to organizations that apply its principles, in an attempt to address the economic, structural and administrative aspects. Crises experienced by many countries 2) The new public management focuses on the fact that the main problem in public organizations is not in the nature of their objectives, but rather due to the methods of managing and managing them, which suffer from many problems that contributed to the low level of their performance, such as bureaucracy, stagnation in organizational structures...
