آفاق التنويع الاقتصادي للجزائر في ظل قانون الاستثمار الجديد 18-22

Résumé: نسعى من خلال هذه الورقة البحثية إلى تحليل قانون الاستثمار الجديد 18-22 و دراسة ما تضمنه من إجراءات جديدة و البحث عن مدى قدرتها على دفع عجلة الاستثمارات باعتبارها إحدى الآليات الأساسية لتنويع مصادر دخل الاقتصاد الوطني و إخراجه من تلك التبعية للمحروقات التي ظل حبيسا لها لعدة عقود .فمن دون شك أن القانون الجديد صمم لفتح آفاق و خلق الشروط المناسبة لتشجيع وجذب الاستثمارات في إطار تحقيق هدفا أساسيا يرمي إلى تنويع و تقوية الاقتصاد الوطني و رفع قدراته التنافسية ، غير أن ذلك متوقف على مدى التكريس العملي لما تضمنه هذا القانون على أرض الواقع من جهة و الإسراع في إجراء إصلاحات حقيقة على مستوى المحيط الاقتصادي العام من جهة أخرى . This research paper aims to analyze the new investment law 18-22, study the new procedures it contains, and search for its ability to advance investments as one of the basic mechanisms to diversify the sources of income of the national economy and get it out of that dependence on hydrocarbons, which has been the main government source of income for several decades. There is no doubt that the new law was designed to open horizons and create appropriate conditions to encourage and attract investments within the framework of achieving a basic goal aimed at diversifying and strengthening the national economy and raising its competitive capabilities. Accelerate real reforms at the level of the general economic environment on the other hand.
