دعم الطاقة وتأثيره على الموازنة العامة للدولة -دراسة حالة الجزائر 2009-2018

Résumé: تهدف هذه الدراسة إلى تقدير أثر دعم الطاقة على الموازنة العامة للدولة وذلك من خلال تسليط الضوء على حالة الجزائر خلال الفترة الممتدة من سنة 2009-2018، حيث تم التعرف على مختلف المفاهيم الأساسية المتعلقة بالموازنة العامة وبدعم الطاقة، كما تطرقنا إلى إبراز العلاقة بين دعم الطاقة والموازنة العامة في الجزائر، وعلى هذا الأساس تمت معالجة هذه الدراسة باستعمال بيانات إحصائية خاصة بقيمة دعم الطاقة وكذا إيرادات الميزانية العامة الجزائرية للفترة 2009-2018. وقد خلصت الدراسة إلى أن لدعم الطاقة أثر كبير على الموازنة العامة للدولة والتي هي عبارة عن إيرادات عامة ضائعة. The aim of this study is to estimate the impact of the energy subsidies policy on the general budget of the country. We chose Case study of Algeria during the period from 2009 to 2018. In the first, we identified the main concepts related to the general budget and energy subsidies. Then the relationship Between the energy subsidies and the general budget in Algeria. On this basis, The study was conducted using statistical data related to the Algerian value of energy support and the general budget expenditures for the period 2009-2018. The study found that energy subsidies has a significant impact on the general budget of the state, especially the capital expenditure, which constitute a large part of it. The study concluded that energy subsidies have a significant impact on the state budget, which is a lost public revenue.
