الحوكمة كآلية لتفعيل الشراكة بين القطاعين العام والخاص

Résumé: حظي موضوع الشراكة بين القطاعين العام والخاص باهتمام كبير من طرف الحكومات في جميع أنحاء العالم بعد أن أصبحت عاملاً مهما في عملية النمو الاقتصادي والاجتماعي والتي تعتمد على تعبئة جميع طاقات المجتمع. لذلك، تسعى الحكومات إلى تبني شراكة فعالة مع جميع المساهمين في إدارة الشأن العام، مستندة إلى المساءلة والشفافية والمنفعة المتبادلة. وبالنظر إلى أهمية هذا الموضوع، حاولت الدراسة تحليل آليات تفعيل الشراكة بين القطاعين العام والخاص من منظور الحكم الرشيد ومن خلال تحليل طرق إصلاح القطاعين لتحقيق هذه الشراكة المتبادلة. ومن ناحية أخرى، نحاول دراسة العديد من النماذج العالمية التي أثبتت دورها في نجاح الشراكة بين القطاعين العام والخاص في تحقيق التنمية The issue of public-private partnership has had a considerable attention from governments around the world after it became an important factor in process of economic and social growth depends on mobilizing all energies of society. Therefore, governments seeking to adopt an efficient partnership with all partners, which contribute in Managing public affairs, basing on accountability, transparency and mutual benefits. In order of this topic importance, this study has attempted to analyses the Mechanisms of activating the public-private partnership in the perspective of good governance by addressing the ways of reforming the two sectors to achieve this mutual partnership. On the other hand, we try to study a several of global models that proved it's role in successful of partnership between the two sectors (Public and private) in achieving development
