آليات صيانة الأمن الإنساني

Résumé: تهدف هذه الدراسة الى ابراز اهمية تعزيز المنطق التشاركي بين الدولة و الفواعل غير الدولاتية في مواجهة تهديدات الامن الانساني، و ذلك بالتركيز على ضرورة توسيع مفهوم الامن بعيدا عن اولوية الدولة في حماية حدودها الاقليمية و صيانة سيادتها الوطنية في مواجهة اي تهديد خارجي، والقاء الضوء على جدلية امن الدولة و الامن الانساني في ظل تعرض الفرد لانتهاكات خطيرة تمس امنه وحقوقه الاساسية حتى داخل حدود دولته، و البحث عن احسن الطرق و الاليات لدعم قدرات الدولة في حالة عجزها و هشاشة ادائها مثل حالة الهشاشة الامنية في دول منطقة الساحل الافريقي. و التي تمكن المجتمع الدولي من الوصول الى تحقيق السلم و الامن الدوليين في سياق اشمل. و باعتبار الامن الانساني مقاربة شاملة تستدعي استجابات تعاونية متعددة الفواعل فان ذلك يدفعنا للتركيز على منظور الحوكمة العالمية لمحاولة فهم اساس قوة الفواعل غير الدولاتية و الظروف التي تعزز الاعتماد عليها، و ذلك عبر تطوير استراتيجيات التشبيك في شكل محصلة تفاعل ايجابي بينها و بين الدولة. و تلخص الدراسة الى ضرورة الابقاء على الدولة و دعم دورها في حماية الامن الانساني في سياق شبكة مؤسساتية تساندية تدرج كل من الافراد و الفواعل غير الدولاتية و كذا الدول. This study aims to highlight the importance of strengthening the participatory logic between the state and non-state actors in confronting human security threats, focusing on the need to expand the concept of security beyond the state's priority in protecting its territorial borders and maintaining its national sovereignty from any external threat. And shed light on the dialectic of state and human security under individual's exposure to serious violations affecting his security and fundamental rights even within the borders of his state, discussing the best ways and mechanisms to support the capabilities of the state of the state in the case of incompetence and fragile performance such as the case of security vulnerability in the African Sahel countries, which enable the international community to achieve security and international peace in a more comprehensive context. As a comprehensive approach human security requires multiple actors and cooperative responces, this leads us to focus on the perspective of global governance to understand the basis of the strength of non-state actors and the conditions underpinning reliance on them by developing networking strategies in the form of positive interaction between them and the state. The study concludes by maintaining the support of the state and its role in the protection of human security in the context of an institutional network of collaborators included both individuals and non-state actors, as well as states.
