الآليات الأممية غير القضائية لحماية مقترب الأمن الإنساني

Résumé: تهدف هذه الدراسة إلى التوصل لمختلف الآليات الأممية غير القضائية الخاصة بحماية مقترب الأمن الإنساني، وانطلاقا من سؤال ما هي الآليات القانونية المتاحة لحماية الأمن الإنساني؟، وما طبيعة اتصالها بهذا المقترب؟، حاولنا من الإجابة على هذا السؤال من خلال محورين، خصصنا المحور الأول لمفهوم الإنساني، فيما خصصنا الثاني للآليات الأممية غير القضائية لحماية الأمن الإنساني، وتوصلنا إلى أن القانون الدولي الأممي يتضمن مجموعة من الآليات القانونية الأممية التي تفرض الحماية على الفرد بشكل يكرس تنفيذا لمقترب الأمن الإنساني، أحيانا قد تكون هذه الآليات ذات ارتباط مباشر مع حماية الأمن الإنساني كمقترب مثل لجنة الأمن الإنساني، فريق الأمن الإنساني وصندوق الأمم المتحدة للأمن الإنساني، وأحيانا أخرى قد لا ترتبط ارتباطا مباشرا معه غير أنها تفرض بالموازاة حماية لمجموعة من القيم ذات الجوهر الإنساني وذلك مثل آليات اللجان المعاهدية الخاصة بحقوق الإنسان أو جهاز مجلس حقوق الإنسان. This study is aimed at trying to understand the various United Nations non judicial mechanisms for human security protection, through the question where are the available non-jucicial mechanisms for human security execution ?, and what is the relationship nature to this approch ?, we tried to answer through two axes, we studied in the first axe the human security conceptuel while we studied in the second axe the UN non-judicial mechanisms ,we concluded that International law includes a set of United Nations legal mechanisms that impose protection on the individual in a direct manner to the approach of human security, Sometimes the legal mechanism may be directly linked to human security, such as the committee on human security, human security team and the United Nations fund for human security, sometimes they may not be directly linked to it, but they simultaneously impose protection for a set of values of human essence, Such as the treaty committees mechanisms provided by international human rights conventions as well as by the human rights council system.
