الإستراتيجية الاقتصادية الكولونيالية لتأسيس مستوطنة غليزان 1856- 1857 من خلال الوثائق الأرشيفية الفرنسية Economic Colonial Strategy For Establishing The Relizane Settlement From 1856 To 1857 Through French Archival Documents

Résumé: تعالج الدراسة الإستراتيجية الاقتصادية الفرنسية في تأسيس مستوطنة غليزان 1856-1857 في محاولة من الإدارة الكولونيالية اعتماد الأسس الاقتصادية، في فترة الحاكم العام للجزائر راندون (Randon) التي عرفت فترته تشجيع بناء المراكز الاستيطانية، وتمّ اختيار نقطة غليزان في القطاع الوهراني لاشتمالها على كل عوامل الازدهار الاقتصادي لاستقبال الوافد الجديد، باعتبارها تحتوي على المؤهلات الطبيعية و الجغرافية والتاريخية وكل مقومات الاستقرار على منخفض وادي مينا وسهوله الخصبة على ضفتيه اليمنى واليسرى، وهذا بناء على تقارير القادة العسكريين الذين قادوا العمليات في وسط السلسلة الجبلية بين مينا ووادي رهيو، حيث ركزنا على البعد الزراعي في محاكاة للوثائق والمراسلات الأرشيفية، كما تطرقنا للبعد الأمني _العسكري بتأمين المدينة المستقبلية وتنفيذ البرامج المائية بما يحقق الازدهار الاقتصادي زراعيا وصناعيا، كما تناولنا أهم البرامج الاستيطانية ومنها معالجة المسألة الصحية وتهيئة الإقليم بالبنى التحتية ومنها المواصلات بالخصوص الطرق الرئيسية والفرعية بما سيفتح المستوطنة الجديدة على مختلف الأسواق في الجنوب والشمال وبالتحديد ميناء مستغانم ومنها ربطها بفرنسا بما يسمح بتنشيط الاقتصاد الكولونيالي. The study addresses the French economic strategy in establishing the settlement of Relizane 1856-1857 in an attempt by the colonial administration to adopt economic foundations, in the period of the Governor General of Algeria (Randon), whose period was known for encouraging the construction of settlement centers, and the point of Relizane was chosen in the Oranie region because it included all the factors of economic prosperity to receive the newcomer, as it contains the natural, geographical and historical qualifications and all the elements of stability on the Mina Valley depression and its fertile plains on its right and left banks, This is based on the reports of the military commanders who led the operations in the middle of the mountain range between Mina and Oued Rhiou, where we focused on the agricultural dimension in a simulation of archival documents and correspondence, and we addressed the security-military dimension by securing In the future city and implementing water programs to achieve agricultural and industrial economic prosperity. We also addressed the most important settlement programs, including addressing the health issue and preparing the region with infrastructure, including transportation, especially main and secondary roads, which will open the new settlement to various markets in the south and north, specifically the port of Mostaganem and link it to France, allowing the colonial economy to be revitalized.
