آليات الديمقراطية التشاركية في إدارة الأزمات الداخلية على المستوى المحلي.

Résumé: الملخص: الديمقراطية التشاركية هي شكل من أشكال التدبير المشترك للشأن العام المحلي يتأسس على تقوية مشاركة السكان في اتخاذ القرار السياسي وهي تشير إلى نموذج سياسي "بديل" يستهدف زيادة انخراط ومشاركة المواطنين في النقاش العمومي وفي اتخاذ القرار السياسي، أي عندما يتم استدعاء الأفراد للقيام باستشارات كبرى تهم مشاريع محلية أو قرارات عمومية تعنيهم بشكل مباشر، وذلك لإشراكهم في اتخاذ القرارات مع التحمل الجماعي المسؤوليات المترتبة على ذلك. أمّا في شقّها المحلّي فهي أحقّية الشعب ممارسة سلطته عن طريق وجود آليات مشاركة في صناعة القرار المحليّ، ورسم السياسات العامّة المحلّية وهذا على غرار فتح حرّية إبداء الرأي والمبادرة بمشاريع تنمية، وإشراك المجتمع المدني المحلّي في إدارة الأقاليم المحلية رفقة المجالس المنتخبة زيادة على الاستثمار في الثورة العلمية والتكنولوجية وفتح مجال الاطلاع على المخرجات السياسية والإدارية من مداولات وقرارات على مواقع الكترونية متاحة للجمهور تفتح مجال التفاعل الشعبي بين طبقات المنظومة المحلّية. Abstract: Participatory democracy is a form of joint management of local public affairs that is based on strengthening the participation of the population in political decision-making. It refers to an "alternative" political model aimed at increasing citizens' involvement and participation in public debate and political decision-making. Local projects or public decisions that directly concern them, so as to involve them in decision-making with collective endurance responsibilities. In its local context, it is the right of the people to exercise their authority through mechanisms of participation in local decision-making and the formulation of local public policies, such as the opening of freedom of opinion and initiative of development projects, the involvement of local civil society in the administration of local regions, Scientific and technological knowledge and to open up the scope of political and administrative outputs from deliberations and decisions on publicly available websites that open the field of popular interaction between the layers of the local system
