Résumé: Administrative reform and political development are mechanisms undertaken by states in order to improve their general performance, because they are the two most important functions of the political system. However, we put forward the primacy of the public administration over the political ones as it is the leading step to achieve political maturity, since political decisions, programs, public policies, and related issues are supervised by administrative bodies, especially when it comes to developing countries, as Algeria, which for this reason, it tried to carry out reforms in the administrative field in the period between 1999 and 2017, that included reforming the state structures and implementing new measures to combat corruption and mend the public service. Yet, the desired goals were not achieved through the evaluation of these reforms. At the end, we came across the importance of the administrative reform process, which lied on reducing the political role of public administration agencies in favor of political institutions, and this is to create a suitable environment for applying the foundations of political development. Moreover, we proposed a suitable model for administrative reform for this goal.
