المسؤولية الأخلاقية للممارسة الإعلامية في ظل الإعلام الجديد: بين التضليل وتنوير الرأي العام

Résumé: الإعلام مهنة تقوم على معايير أخلاقية وقانونية يتوجب على الإعلاميين دائما التحلي بها والالتزام بمضمونها. والتطور المذهل الذي طال النشر الإلكتروني بشكل عام، لم يواكبه التشريع القانوني اللازم لتنظيمه؛ مما ولد فراغا تشريعيا في هذا الشأن وأسهم في تنامي مختلف الجرائم الإلكترونية وسهل سبل ارتكابها. ومن خلال هذه الورقة سنحاول أن نبين مدى أهمية الالتزام بأخلاقيات المهنة في ظل الإعلام الجديد والتحديات والضغوطات التي تواجه الإعلامي عبر هذا الفضاء، ومختلف المواثيق الأخلاقية التي تنظم العمل في البيئة الإلكترونية. وكذا إبراز أهمية الوعي بأخلاقيات استخدام وسائل الإعلام الجديد والقوانين والمحددات الخاصة باستخدام الجمهور لهذه الوسائل ومدى الالتزام بها. Media is a profession based on ethical and legal norms that media professionals must always follow and abide by. The stunning development of electronic publishing in general has not been accompanied by the statutory legislation necessary to regulate it, which has generated a legislative vacuum in this regard and has contributed to the growth of various cybercrime and facilitated the commission of such crimes. Through this paper, we will try to show the importance of the commitment to respect the professional ethics in light of the new media and the challenges and pressures facing the media man through this space, and the various ethical charters governing the work in the electronic environment. As well as to highlight the importance of awareness of the ethics’ use of the new media, laws and determinants of public use of these means and the extent of commitment to them.
