دور بنك الجزائر في إدارة احتياطي الصرف الأجنبي - الفترة الممتدة من سنة1997-2016
Résumé: حاولنا في هذه الدراسة التعريف بدور بنك الجزائر في تسيير و إدارة احتياطيات الصرف ، إلى جانب دراسة واقع الاقتصاد الجزائري من سنة 7991 إلى غاية سنة 6172 ، وذلك عن طريق معرفة التأثير المتبادل لاحتياطات الصرف الأجنبي وبعض المتغيرات الاقتصادية، المتمثلة في بعض المتغيرات الداخلية )سعر إعادة الخصم والاحتياطي الإلزامي( وبعض المتغيرات الخارجية )ميزان المدفوعات، المديونية الخارجية، أسعار البترول وسعر الصرف(، كما قمنا بصياغة النموذج القياسي و تقدير هاته المتغيرات عبر طريقة المربعات الصغرى بالاستعانة بالبرنامج الإحصائي ) Eviews8 (، ومن خلاله توصلنا لعدّة نتائج أبرزها: - هناك علاقة و ارتباط قوي بين تراكم الاحتياطيات الدولية وتزايد حجم الصادرات البترولية، أي كلما زادت قيمة الصادرات البترولية انعكس ذلك على حجم تراكم الاحتياطيات الدولية؛ - بنك الجزائر هو المسؤول عن إدارة احتياطي الصرف الأجنبي؛ - احتياطات الصرف الأجنبي عبارة عن مؤشر من مؤشرات النمو الاقتصادي ومورد لتقليص المديونية الخارجية و سد العجز في ميزان المدفوعاتIn this study, we tried to define the role of the Bank of Algeria in the management and management of exchange reserves, as well as the study of the Algerian economy from 1997 to 2016 by knowing the mutual effect of foreign exchange reserves and some economic variables, (The balance of payments, external indebtedness, oil prices and exchange rate). We also formulated the standard model and estimated these variables by means of the method of lower squares using the statistical program (Eviews8), through which we reached several points Most notably: - There is a strong relationship between the accumulation of international reserves and the increase in the volume of petroleum exports, ie, the higher the value of petroleum exports, this is reflected in the accumulation of international reserves; - The Bank of Algeria is responsible for managing foreign exchange reserves; - Foreign exchange reserves are an indicator of economic growth and a resource for reducing external indebtedness and closing the balance of payments deficit.
