الإطار القانوني للتعامل الآمن بوسائل الدفع الإلكتروني

Résumé: ملخص: ينشأ عن عقود التجارة الإلكترونية التي تتم بين المستهلك و المتدخل إلتزامات قانونية متبادلة ، و من بينها إلزام الوفاء بقيمة السلع و الخدمات المتفق عليها ، و ذلك عن طريق وسائل الدفع الإلكتروني التي تسمح بالوفاء بقيمة السلع و الخدمات عبر الأنترنت. و تهدف أنظمة الدفع بالرغم من تعددها إلى إتاحة الفرصة لتحويل الأموال من حساب إلى حساب آخر لأغراض متعددة. مما جعلها محل إهتمام دائم من قبل المعنيين بالأمر كون الإقبال على عمليات الدفع الإلكتروني في ازدياد مستمر، باعتبارها الأسهل استخداما. و مع إنتشار جرائم الدفع الإلكتروني توجب إيجاد قوانين حماية للمستهلك الرقمي و تطبيقات آمنة لتسهيل عملية تحويل الأموال ، لتفعيل وسائل الدفع الإلكتروني كأليات لزرع الثقة لدى المستهلك الرقمي في التعاملات الإلكترونية. الكلمات المفتاحية : وسائل الدفع الإلكتروني، المستهلك ، التجارة الإلكترونية ، الأنترنت ، التعاملات الإلكترونية . Abstract: Arising from electronic commerce contracts that take place among the consumer and the intervenor create mutual legal obligations, including the obligation to requiring the value of the agreed upon goods and services, and that's through the electronic payment methods that allow the payment of the value of goods and services via the Internet.And payment systems, despite their many, are aimed to provide the opportunity to transfer money from one account to another for various purposes.This made it of constant interest to those concerned, as the demand for electronic payments is constantly increasing, as it is the easiest to use. With the spread of electronic payment crimes, it was necessary to create laws to protect the digital consumer, and to provide safe applications to facilitate the transfer of funds, to activate electronic payment methods as mechanisms to implant confidence in the digital consumer in electronic transactions.
